All licences – Sea (offshore) and Coastal Plus – consist of a theoretical part and a practical part (training course), which are payable separately. For anyone who has never sailed on a sailing yacht, an introductory sailing course is strongly recommended. A first course will be organised over the weekend of 19–20 September 2026, departing from Bruinisse in Zeeland (Netherlands), and the candidate will receive the FLV Certificate A.
As soon as the database of exam questions has been approved in English by the authorities, we will be able to offer a course in English. We hope this will be the case by autumn.
The offshore Sea Licence is mandatory for operating:
-
a pleasure craft or vessel up to 24 m in maritime waters, without any limitation of navigation area.
-
Minimum age: 16 years on the day of the examination (parental authorisation required for minors).
The offshore licence allows the operation of sailing and/or motor vessels.
The Coastal PLUS licence, introduced by Grand-Ducal Regulation of 8 March 2017, authorises its holder to operate a pleasure craft or vessel of up to 20 metres in maritime waters up to 6 nautical miles from the coast. Minimum age: 16 years on the day of the examination (parental authorisation required for minors). The practical training course is the same as for the offshore licence (one-week training course on a cruising sailing yacht).
The session will start in October 2026. To register, click here. The courses for both licences share a common core syllabus. The language of instruction is English. Courses will take place at: Lycée de Garçons 41A, avenue Victor Hugo L-1750 Luxembourg
